Are these music sites where you pay $19.99 a month to dl unlimited MP3's legal? If I'm paying a fee does that matter? There are so many and I want to be sure.

Some of them are and most of them aren't just make sure you read the terms and conditions carefully, also if the tracks in MP3 format than it is not legal, they have to have licensing on the tracks for them to be legal.
If you email me a list of some sites you are looking at I will let you know which ones are legal and which arent.
